Sizing for flag runs off a standard bare-chest measurement, not the over-pads number the tackle section above walks through, since there’s no pad volume to build room for. A 7-on-7 passing-league jersey follows the same non-contact logic in a snugger, compression-cut build for spring and summer leagues.
Every other sport on this site sizes to a bare torso. Football sizes to a torso wearing several inches of foam and plastic, and getting that wrong is what turns a jersey into a mid-season remake. Three things change:

An athletic department running tackle at the high school level and flag at the youth or rec level doesn’t clear MOQ 30 on each program separately, the combined roster across both divisions counts toward one order. Pad sizing, cut, and colourway can differ between the tackle and flag jerseys, only the combined total across every roster has to reach 30.
